| Description | During the G7 and EU oil embargo and price cap policy on russian oil / petroleum products, the tanker-bunker vessel is involved in ensuring the export of russian oil / petroleum products from russian ports in the Baltic Sea. The vessel resorts to deceptive, high-risk shipping practices, including switching off its AIS in the Gulf of Finland. The tanker is owned and operated by the russian company Skadar LLC (TIN 5191324073). Skadar LLC supplies diesel fuel and fuel oil of all types with its own fleet. The company's main activity is bunkering ships in the waters of the port of Murmansk and beyond, as well as supplying petroleum products to coastal enterprises and fishing vessels in fishing areas. The company is one of the largest suppliers of petroleum products in Murmansk (Skadar LLC was one of the first to start bunkering foreign-flagged vessels in the port of Murmansk) and also operates in Kaliningrad and Arkhangelsk, in particular as a supplier of petroleum products within the russian state procurement system. In particular, the company is: a supplier to JSC russian Container Company (TIN 7703426268, subject to Ukrainian sanctions) of diesel fuel under bunkerage agreement No. 1515 dated October 20, 2023; a supplier of diesel fuel to the Federal State Unitary Enterprise Main Military Construction Administration No. 14 (TIN 5047054473, subject to Ukrainian sanctions). Since October 24, 2025, the EU has imposed sanctions on the vessel. | [sources] | |||
