Le général de brigade Siavash Moslemi est le commandant du corps provincial “Karbala” relevant du Corps des gardiens de la révolution islamique (IRGC), dans la province de Mazandaran, depuis juin 2020. En 2022, les unités de l’IRGC placées sous son commandement ont mené des opérations contre des manifestants, au cours desquelles elles ont fait un usage disproportionné de la force. En tant que commandant d’unités ayant participé à ces opérations, Moslemi fait partie des responsables des violences exercées contre des manifestants. Il est donc responsable de graves violations des droits de l’homme en Iran.
