أصدرت وزارة التجارة الداخلية وحماية المستهلك القرار رقم /486/، صادقت فيه على النظام الأساسي لـشركة مصفاة الساحل. ويحق للشركة إنشاء وتشغيل وإدارة مصفاة لتكرير النفط المتكاثف، وإنشاء معامل ووحدات مرتبطة بنواتج التكرير، وتجهيز خزانات مرتبطة بالمصفاة، وإقامة الأبنية السكنية والترفيهية والخدمية للعاملين في المشروع، وإنشاء مركز بحوث ومختبرات، ومركز تدريب متخصص ومتطور وفق أحدث التقنيات العالمية لنقل المعرفة والخبرات للكوادر الوطنية، وإنشاء البنية التحتية خارج حدود المصفاة. مدرجة في قوائم العقوبات الأمريكية

Coastal Refinery Company (a.k.a Al-Sahel Refinery Company) is a company responsible for the construction, operation, and management of a condensate oil refinery. The Ministry of Internal Trade and Consumer Protection issued Resolution No. 486 in which it ratified the articles of association of Coastal Refinery Company. The company is licensed to establish, operate, and manage a refinery, build plants and units linked to refining, equip tanks, build residential, recreational, and service buildings for project workers, establish research facilities and laboratories, and develop specialized and advanced training centers equipped with the latest international technologies to transfer knowledge and expertise to local staff, and develop infrastructure surrounding the refinery. Coastal Refinery Company has been sanctioned by the US.
