He has been overseeing the recruitment of Syrian mercenaries to fight alongside Russia in Ukraine since the beginning of the Russian war of aggression. He is therefore responsible for actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine. After the fall of the Assad regime, Al-Abdullah fled to Russia.
