Ri Chang Dae est le ministre de la sûreté de l’État de la République populaire démocratique de Corée (RPDC) depuis 2022. Les femmes et les filles qui s’opposent au régime ou qui sont détenues dans des centres de rétention ou des établissements pénitentiaires en RPDC sont systématiquement la cible de violences, en particulier sous la garde du ministère de la sûreté de l’État et dans des centres gérés par ledit ministère. En tant que ministre de la sûreté de l’État, Ri Chang Dae est responsable de nombreux actes de violence sexuelle et sexiste commis par des fonctionnaires dudit ministère.
