Le général Sardar Hossein Maroufi est le chef adjoint de la mobilisation du Corps des gardiens de la révolution islamique (IRGC) dans la province du Sistan- Baloutchistan. À ce titre, il est l'un des principaux membres de l'IRGC dans cette province. Au cours de la vague de protestation de 2022, la province du Sistan-Baloutchistan a vu des répressions parmi les plus violentes exercées par les forces de sécurité iraniennes, y compris les forces de l'IRGC. Le 30 septembre 2022, le chef-lieu de la province, Zahedan, a été le théâtre d'un “vendredi sanglant”, lorsque les forces de sécurité ont ouvert le feu sur un mouvement de protestation s'étant formé en marge de la prière du vendredi. Le nombre de manifestants tués par balles est estimé à au moins 70. Depuis lors, la violence à l'encontre de participants à des manifestations ultérieures s'est poursuivie. Sardar Hossein Maroufi fait partie des responsables des violences perpétrées par l'IRGC contre des manifestants dans la province du Sistan-Baloutchistan, en particulier de celles en rapport avec le “vendredi sanglant”. Maroufi est donc responsable de graves violations des droits de l'homme en Iran.
