Vladimir Viktorovich SELIN

Vladimir Selin is the Director of the Federal Service for Technical and Export Control (FSTEK), which is subordinate to the Ministry of Defence of the Russian Federation. The FSTEK is a federal executive body responsible for control and oversight in the field of information security, including in the military sphere, and for implementing export controls. In this role, he is responsible for the control and supervision and development of state policy in the field of export controls and military-technical cooperation, thus making him responsible for the Russian war effort in general.

He is therefore responsible for supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

Vladimir Selin est directeur du service fédéral des contrôles techniques et à l’exportation (FSTEK), qui dépend du ministère de la défense de la Fédération de Russie. Le FSTEK est un organe exécutif fédéral chargé du contrôle et de la surveillance dans le domaine de la sécurité de l’information, y compris dans le domaine militaire, et de la mise en œuvre des contrôles à l’exportation. À ce titre, il est responsable du contrôle et de la surveillance dans le domaine des contrôles à l’exportation et de la coopération militaro-technique, ainsi que de l’élaboration de la politique de l’État dans ce domaine, ce qui le rend responsable de l’effort de guerre russe en général. Il est donc responsable de soutenir et de mettre en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
