Le général de brigade Kiyumars Heidari est le commandant des forces terrestres de l'armée iranienne et rend directement compte au Guide suprême de la République islamique d'Iran. Il a publiquement reconnu sa propre participation et celle des forces qu'il commande à la réaction violente aux manifestations de novembre 2019, qui a entraîné la mort de centaines de manifestants. Les violations flagrantes et graves des droits de l'homme commises par ces forces de l'ordre, telles que les tirs aveugles à balles réelles sur des manifestants pacifiques, y compris des enfants, ont été largement documentées depuis le début des manifestations autour de la mort de Mahsa Amini à la mi-septembre 2022. Plus de 70 manifestants y ont trouvé la mort et des centaines ont été gravement blessés. Les forces terrestres de l'armée, qui sont sous le contrôle de Heidari, ont participé à la répression des manifestations et ont tué au moins une personne. Heidari a lui-même déclaré que ses forces ont été utilisées pour s'occuper des manifestations de 2022. Il est donc responsable de graves violations des droits de l'homme en Iran.
