Michail Mizincev

Director of the Russian National Centre for Defence Management

Colonel-General Mikhail Mizintsev is the former Deputy Minister of Defence of the Russian Federation and former Head of the National Defence Control Center of the Russian Federation. Mizintsev is nicknamed “the Butcher of Mariupol” and identified as the commander overseeing the siege of Mariupol, where he drew on tactics previously used in the siege of Aleppo, Syria, in directing Russian forces’ bombardment of Mariupol. Mizintsev is accused in particular of orchestrating the bombardments of the city of Mariupol, killing thousands of civilians, including the shelling of a Mariupol maternity hospital and a theatre, killing hundreds of children. Mikhail Mizintsev is therefore a natural person responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine.

Le colonel général Mikhail Mizintsev est l’ancien vice-ministre de la défense de la Fédération de Russie et ancien chef du Centre national de contrôle de la défense de la Fédération de Russie. Mizintsev est surnommé le “boucher de Marioupol” et a été identifié comme étant le commandant du siège de Marioupol, où il a eu recours à des tactiques utilisées précédemment lors du siège d’Alep, en Syrie, pour diriger le bombardement de Marioupol par les forces russes. Mizintsev est notamment accusé d’avoir orchestré les bombardements de la ville de Marioupol qui ont tué des milliers de civils, y compris les bombardements d’une maternité de Marioupol et d’un théâtre qui ont causé la mort de centaines d’enfants. Mikhail Mizintsev est donc une personne physique responsable d’actions ou de politiques compromettant ou menaçant l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine ou la stabilité ou la sécurité en Ukraine, ou qui soutient ou met en œuvre de telles actions et politiques.
