En sa qualité de président adjoint et d'ancien secrétaire du comité des affaires politiques et juridiques de la XUAR (septembre 2020-février 2024), Wang Mingshan est responsable du maintien de la sécurité intérieure et de l'ordre dans la XUAR. À ce titre, il occupe une fonction politique essentielle, étant chargé de superviser un programme de surveillance, de détention et d'endoctrinement à grande échelle ciblant les Ouïgours et les personnes appartenant à d'autres minorités ethniques musulmanes. En sa qualité d'ancien directeur et de secrétaire de parti adjoint du XPSB (de 2017 à janvier 2021), il occupait un poste clé dans l'appareil de sécurité du Xinjiang et était directement responsable de la mise en œuvre du programme susmentionné. En particulier, le XPSB a déployé la “plateforme intégrée d'opérations conjointes”, un programme de mégadonnées utilisé pour suivre des millions de Ouïgours dans la région du Xinjiang et signaler ceux considérés comme représentant une “menace potentielle”, à envoyer dans des camps de détention. Dans ses fonctions actuelles et de par celles qu'il avait exercées précédemment, Wang Mingshan est responsable de graves violations des droits de l'homme en Chine, en particulier de détentions arbitraires et de traitements dégradants à grande échelle dont ont été victimes des Ouïgours et des personnes appartenant à d'autres minorités ethniques musulmanes, ainsi que de violations systématiques de leur liberté de religion ou de conviction.
