Le 22 février 2022, Vorobiov a soutenu, au sein du Conseil de la Fédération, le déploiement de forces russes en Ukraine. Le 4 octobre 2022, Vorobiov a soutenu, au sein du Conseil de la Fédération, la législation visant à annexer les régions ukrainiennes de Donetsk, Louhansk, Kherson et Zaporijjia.
