Mr Arkady Mamontov is host of the television show “Author’s Program of Arkady Mamontov” and author of documentary films for Russian TV. He has spread anti-Ukrainian propaganda.

He directed a propagandist film in support of the illegal annexation of Crimea and Sevastopol, in which he portrayed Ukrainian rule prior to the illegal annexation as chaotic and full of anarchy. In his films he depicted Ukraine as a centre of neo-Nazism, fascism, nationalism and anti-Russian sentiment. He exaggerated the role of far-right organisations in Ukraine. He accused Ukraine of discriminatory policies against Russian culture and language in Ukraine. He undermined the credibility and legitimacy of Ukrainian authorities by suggesting that Euromaidan was a coup d’état inspired from abroad, and that the Ukrainian government was dependent on the United States of America.

Therefore, he is responsible for actively supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine.

M. Arkady Mamontov est présentateur de l'émission télévisée "Author's Program of Arkady Mamontov" et auteur de films documentaires pour la télévision russe. Il diffuse de la propagande anti-ukrainienne. Il a réalisé un film de propagande en faveur de l'annexion illégale de la Crimée et de Sébastopol, dans lequel il a dépeint la domination ukrainienne avant l'annexion illégale comme étant chaotique et anarchique. Dans ses films, il a présenté l'Ukraine comme un axe de néonazisme, de fascisme, de nationalisme et de sentiment anti-russe. Il a exagéré le rôle des organisations d'extrême-droite en Ukraine. Il a accusé l'Ukraine de mener des politiques discriminatoires à l'encontre de la culture et de la langue russes en son sein. Il a sapé la crédibilité et la légitimité des autorités ukrainiennes en suggérant qu'Euromaïdan était un coup d'état d'inspiration étrangère, et que le gouvernement ukrainien était sous la coupe des États-Unis d'Amérique. Il est donc responsable de soutenir activement ou de mettre en œuvre des actions ou des politiques compromettant ou menaçant l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine, ainsi que la stabilité et la sécurité en Ukraine.
