Jong Kyong-thae est le directeur du Bureau de politique générale de l'armée populaire de Corée. Il a été ministre de la sûreté de l'État de la République populaire démocratique de Corée (RPDC) de 2017 à 2022. Le ministère de la sûreté de l'État de la RPDC est l'une des principales institutions chargées de mettre en œuvre les politiques de sécurité répressives de la RPDC, qui visent avant tout à identifier et éliminer les dissidents politiques, l'afflux d'informations "subversives" provenant de l'étranger et toute autre conduite considérée comme faisant peser une menace politique grave sur le système politique et ses dirigeants. En sa qualité d'ancien ministre de la sûreté de l'État, Jong Kyong-thaek est responsable de violations graves des droits de l'homme en RPDC, en particulier d'actes de torture et autres peines ou traitements cruels, inhumains ou dégradants, d'exécutions et d'assassinats extrajudiciaires, sommaires ou arbitraires, de disparitions forcées de personnes et d'arrestations ou de détentions arbitraires, ainsi que d'un recours répandu au travail forcé et de violences sexuelles à l'égard des femmes.
