In her position as Chairperson of the Parliamentary Commission on Law, Sviatlana Lyubetskaya is responsible for the adoption of the new Code of Administrative Infringements (entered into force on 1 Mar 2021) that authorises arbitrary arrests and imposed increased liability for participation in mass events, including for display of political symbols. Through these legislative activities, she is responsible for serious violations of human rights, including the right of peaceful assembly, and the repression of civil society and democratic opposition. These legislative activities also seriously undermine democracy and the rule of law in Belarus.

En tant que présidente de la commission parlementaire des lois, Sviatlana Lioubetskaïa est responsable de l’adoption du nouveau code des infractions administratives (entré en vigueur le 1er mars 2021) qui autorise les arrestations arbitraires et impose des sanctions plus lourdes pour la participation à des événements de masse, y compris pour l’affichage de symboles politiques. À travers ces activités législatives, elle est responsable de graves violations des droits de l’homme, notamment au droit de réunion pacifique, ainsi que de la répression de la société civile et de l’opposition démocratique. Ces activités nuisent également gravement à la démocratie et à l’état de droit en Biélorussie.
Obywatelka Białorusi Sviatlana Liubetskaya jest członkiem Izby Reprezentantów Zgromadzenia Narodowego RB. Brała udział w uchwalaniu prawa mającego na celu represjonowanie obywateli Białorusi.Z informacji posiadanych przez Agencję Bezpieczeństwa Wewnętrznego wynika, że wjazd i pobyt obywatelki Białorusi stanowią zagrożenie dla bezpieczeństwa państwa.
