En sa qualité de chef adjoint du comité permanent du 13e Congrès du peuple de la XUAR (de 2019 au 5 février 2021), Zhu Hailun a continué à exercer une influence décisive dans la XUAR, où le programme de surveillance, de détention et d'endoctrinement à grande échelle ciblant les Ouïgours et les personnes appartenant à d'autres minorités ethniques musulmanes continue de s'appliquer.
