While he is not involved in the day-to-day management of the firm, UN investigators found that Viktor Bout signs the contracts for sale and purchase of aircraft, as well as leasing documents, for the company. The firm has been tied to numerous illicit arms shipments to conflict zones. This company has also been used to engage in massive fraud by forging airworthiness certificates, air operator permit, and certificates of registration for a great number of aircraft.
