رجل أعمال وابن الطبيب ووزير التعليم السابق هاني مرتضى. رجل أعمال ويشارك في ملكية عدد من الشركات وتشمل استثمارات مع رجل الأعمال والنائب الكويتي عبدالحميد دشتي (المتزوج من سيدة الأعمال السورية هالا قوطرش). عضو مجلس أمناء جامعة القلمون الخاصة. وجهت له اتهامات مباشرة بتمويل عدة مشاريع في مقام السيدة زينب وما حولها بأموال إيرانية. حصل على الجنسية اللبنانية وزوجته في ٢٠١٨. تخرج من جامعة Concordia University بتخصص هندسة علم الحاسب الأنظمة البرمجية كما يحمل شهادة في الاستثمار والتمويل من جامعةMiddlesex University في لندن. صهر نزار جميل أسعد، شريك محمد مخلوف (الأخير هو زوج خالة نزار) وتتهمه المعارضة بأنه يساعد حماه نزار في التهرب من الضرائب، وتسهيل عمليات تبيض الأموال لصالح آل مخلوف وآل الأسد، تحت إشراف ابنته ندى عبر مجموعة من المحاسبين المحسوبين على النظام السوري
