Youssef Arbash (a.k.a. Yusuf Arbash) is the head and director of the Russia office of Hesco Engineering and Construction Ltd. He is the son-in-law of Hesco founder George Haswani, himself a target of US sanctions. In August 2015, Arbash worked with officials of a Russian construction group to arrange a financial transfer from Syria. Youssef Arbash was placed under US sanctions on 21 July 2016.
