Gulfsands Petroleum Plc is a British company founded in 1999. It started working in Syria in mid-2005 when it bought the share of Devon Energy and became the operating company. It has concessions to explore two fields in northern Syria, but its business was damaged by the war in Syria. However, its shares rebounded after Ayman Asfari bought 10.5% of the company in 2016 (executed through investment arm ME Investments). Ownership information in 2016 includes Ayman Asfari, Michael Kroupeev of Russian company Waterford Finance, Yuri Shavranik of Russian company Soyuzneftegaz and former Russian Minister of Energy, in addition to businessman Abdul Rahman Qayed residing in Dubai.
