En sa qualité de secrétaire du comité des affaires politiques et juridiques de la XUAR (de 2016 à 2019), Zhu Hailun était responsable du maintien de la sécurité intérieure et de l'ordre dans la XUAR. À ce titre, il occupait une fonction politique essentielle, étant chargé de superviser et de mettre en œuvre un programme de surveillance, de détention et d'endoctrinement à grande échelle ciblant les Ouïgours et les personnes appartenant à d'autres minorités ethniques musulmanes. Zhu Hailun a été décrit comme “l'architecte” de ce programme. Il est dès lors responsable de graves violations des droits de l'homme en Chine, en particulier des détentions arbitraires à grande échelle dont ont été victimes des Ouïgours et des personnes appartenant à d'autres minorités ethniques musulmanes. En sa qualité de chef adjoint du comité permanent du 13e Congrès du peuple de la XUAR (de 2019 au 5 février 2021), Zhu Hailun a continué à exercer une influence décisive dans la XUAR, où le programme de surveillance, de détention et d'endoctrinement à grande échelle ciblant les Ouïgours et les personnes appartenant à d'autres minorités ethniques musulmanes continue de s'appliquer.
