Ilya Ikan is the Chairman of the Belarusian State Concern for Oil and Chemistry (Belneftekhim). Belneftekhim is one of the largest industrial complexes of the Republic of Belarus and consists of multiple other state-owned companies established in 1997. Aliaksandr Lukashenka considers Belneftekhim to be one of the most important and strategic concerns in Belarus. In particular, Belneftekhim represents a fundamental asset for the Belarusian economy and foreign policy, in particular in relation to the cooperation between Russia and Belarus in developing a common oil market. Regular consultations are held between the concern and President Lukashenka. Belneftekhim benefits from the support provided by the Lukashenka regime, especially with regard to the effects of sanctions. Therefore, Belneftekhim is benefitting from and supporting the Lukashenka regime. By acting as the Chairman of Belneftekhim, Ilya Ikan is benefitting from and supporting the Lukashenka regime.
