An Se-Ho est un diplomate de la RPDC qui a été le premier secrétaire à l'ambassade de la RPDC à Conakry (Guinée). Cette ambassade a fermé en décembre 2023. Il a été le principal coordinateur pour la construction d'une usine de munitions au Mali. En 2022, il a rencontré le ministre malien de l'administration territoriale et de la décentralisation, Abdoulaye Maïga. En novembre 2022, il a également rencontré de hauts fonctionnaires de la junte malienne pour discuter de la construction de l'usine à Dialakorobougou, près de Bamako.
