Deputy Head of the Pervomaisky Police District in Minsk
In his position as the Deputy Head of the Pervomaisky Police District in Minsk, supervising public security police, Siarhei Artemenko is responsible for the inhumane and degrading treatment, including torture, inflicted, by his subordinates on citizens detained at the Pervomaiskiy District Police Department of Minsk that occurred in the wake of the 2020 presidential election and for the general brutal crackdown on peaceful protesters. One example is the mistreatment of Maxim Haroshin, a floral shop owner, who was arrested after he gave flowers to the participants of the Women's March on 13 Oct 2020. Artemenko exerted pressure on citizens not to participate in peaceful demonstrations. He is therefore responsible for serious violations of human rights and the repression of civil society and democratic opposition.
En tant qu’adjoint du chef de l’administration du département des affaires intérieures du district Pervomaïsky à Minsk, supervisant la police de sécurité publique, Siarheï Artsiomienka est responsable des traitements inhumains et dégradants, y compris de torture, infligés par ses subordonnés sur les citoyens détenus dans les locaux de la police du district Pervomaïsky à la suite de l’élection présidentielle de 2020 et à l’occasion de la répression généralisée qui s’est brutalement abattue sur les manifestants pacifiques dans ce district. Parmi les exemples de personnes ayant subi des mauvais traitements, on peut citer celui de Maksim Harochine, propriétaire d’une boutique florale, arrêté après avoir offert des fleurs aux participantes à la marche des femmes du 13 octobre 2020. Artsiomienka a exercé des pressions sur des citoyens pour qu’ils ne participent pas à des manifestations pacifiques. Il est donc responsable de graves violations des droits de l’homme ainsi que de la répression de la société civile et de l’opposition démocratique.
