Function: Director General of the Institute for Internet Development; former journalist and member of the Russian presidential administration
Since 2021, Alexey Goreslavsky has been the Director General of the Institute for Internet Development. Despite being registered as an autonomous non-profit organisation, the Institute for Internet Development was founded with the support of the Russian presidential administration, is closely linked to the Russian Government and receives most of its funding from the Russian Government. Before his nomination as Director General of the Institute for Internet Development, Alexey Goreslavsky worked in the Russian presidential administration and was regarded as “the Kremlin’s curator of the Internet”. Under Alexey Goreslavsky’s direction, the Institute for Internet Development has become an essential element of the Kremlin’s propaganda about the war in Ukraine. It is responsible for funding numerous projects which justify and glorify the war, such as pro-war movies, series and Internet projects. It also awarded a price to pro-Kremlin war correspondents, who spread propaganda about the operational situation on the battlefield. Therefore, Alexey Goreslavsky, as the Director General of the Institute for Internet Development, has been engaging in propaganda in support of the actions and policies of the Russian Government undermining Ukraine’s territorial integrity, sovereignty and independence.

According to journalistic investigations, this organization is one of the main administrators of state budget funds allocated for propaganda. Under Goreslavsky's leadership, the institute has become a quasi-state entity with a multi-billion budget, focused on 'granting funds for online military-patriotic education' and 'advancing the government's agenda'. From 2017 to 2020, he was an employee of the Presidential Administration, overseeing the Internet industry. Prior to this, he played a role in stifling independent media in Russia when he was appointed as the new editor-in-chief of the previously popular independent Lenta.ru in 2014. His appointment followed the dismissal of the previous editor-in-chief by the holding's owner, oligarch Aleksander Mamut. Subsequently, the media outlet was transformed into a semi-censored and state-controlled entity.
