Since 2021, Alexey Goreslavsky has been the Director General of the Institute for Internet Development. Despite being registered as an autonomous non-profit organisation, the Institute for Internet Development was founded with the support of the Russian presidential administration, is closely linked to the Russian Government and receives most of its funding from the Russian Government. Before his nomination as Director General of the Institute for Internet Development, Alexey Goreslavsky worked in the Russian presidential administration and was regarded as “the Kremlin’s curator of the Internet”. Under Alexey Goreslavsky’s direction, the Institute for Internet Development has become an essential element of the Kremlin’s propaganda about the war in Ukraine. It is responsible for funding numerous projects which justify and glorify the war, such as pro-war movies, series and Internet projects. It also awarded a price to pro-Kremlin war correspondents, who spread propaganda about the operational situation on the battlefield. Therefore, Alexey Goreslavsky, as the Director General of the Institute for Internet Development, has been engaging in propaganda in support of the actions and policies of the Russian Government undermining Ukraine’s territorial integrity, sovereignty and independence.
Russian propagandist: journalist and media manager; head of the Institute for Internet Development (IRI) focusing on propaganda. According to journalistic investigations, this organization is one of the main administrators of state budget funds allocated for propaganda. Under Goreslavsky's leadership, the institute has become a quasi-state entity with a multi-billion budget, focused on 'granting funds for online military-patriotic education' and 'advancing the government's agenda'. From 2017 to 2020, he was an employee of the Presidential Administration, overseeing the Internet industry. Prior to this, he played a role in stifling independent media in Russia when he was appointed as the new editor-in-chief of the previously popular independent Lenta.ru in 2014. His appointment followed the dismissal of the previous editor-in-chief by the holding's owner, oligarch Aleksander Mamut. Subsequently, the media outlet was transformed into a semi-censored and state-controlled entity.
Russian propagandist; journalist and media manager; head of the Institute for Internet Development (IID), an organization specializing in state propaganda. Under his leadership, the IID has effectively functioned as the central production and distribution hub for state propaganda and ideological content within the Russian segment of the internet. According to journalistic investigations, the organization is one of the principal administrators of state budget funds allocated for propaganda purposes. Under Alexey Goreslavsky’s leadership, the institute has evolved into a quasi-state entity with a budget projected to reach approximately 333 million USD in 2026 (based on the exchange rate at the time this list was published). The IID focuses on funding projects described as “online military-patriotic education” and on promoting the government’s ideological agenda. The activities of the IID form part of a broader state strategy aimed at redirecting Russian internet users away from foreign platforms subject to state blocking and toward a state-controlled and censored digital environment. From 2017 to 2020, Alexey Goreslavsky worked in the Presidential Administration of the Russian Federation, where he oversaw the internet industry. Prior to that, he played a key role in the suppression of independent media in Russia. In 2014, he was appointed editor-in-chief of Lenta.ru, then a widely read independent news outlet. His appointment followed the dismissal of the previous editor-in-chief by the outlet’s owner, oligarch Alexander Mamut. After this change, Lenta.ru was transformed into a semi-censored, state-aligned media outlet.
