Lyudmila Mikhailovna Zharkova is one of the Judges of the Constitutional Court of Russia who recognised as constitutional the ‘agreements’ on the admission of the Kherson and Zaporizhzhia regions, the so-called Luhansk People’s Republic and the self-proclaimed Donetsk People’s Republic to the Russian Federation. Those decisions artificially create the image of the legitimacy of Russia's invasion of Ukraine and are aimed at endowing them with features of actors of international legal relations. The Constitutional Court formally plays a decisive role in the process of accession of foreign territories to Russia. Therefore, Lyudmila Mikhailovna Zharkova is responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine, or which obstruct the work of international organisations in Ukraine.
Lyudmila Mikhailovna Zharkova est l’une des juges de la Cour constitutionnelle de Russie, qui a reconnu comme étant constitutionnels les "accords" sur l’admission des régions de Kherson et de Zaporijjia, de la soi-disant République populaire de Louhansk et de la République populaire de Donetsk autoproclamée dans la Fédération de Russie. Ces décisions créent artificiellement une image de légitimité de l’invasion de l’Ukraine par la Russie et visent à leur conférer les caractéristiques d’acteurs des relations juridiques internationales. La Cour constitutionnelle joue formellement un rôle décisif dans le processus d’adhésion de territoires étrangers à la Russie. Par conséquent, Lyudmila Mikhailovna Zharkova est responsable d’actions ou de politiques qui compromettent ou menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine, ou la stabilité ou la sécurité en Ukraine, ou qui font obstruction à l’action d’organisations internationales en Ukraine, ou soutient ou met en œuvre de telles actions ou politiques
Judge of the Constitutional Court of the Russian Federation. As a member of the supreme body of constitutional oversight, he is responsible for the rejection of the main provisions of the Constitution, according to which Russia was a democratic federal law-based state with a republican form of government, the formation of the authoritarian regime of Vladimir Putin and the derogation of the fundamental constitutional rights of citizens. Responsible for legitimizing the violation of the territorial integrity of Ukraine in 2014, as well as the 2020 coup d'état, formalized in the form of amendments to the Constitution.
