Hossein Modarres Khiabani a été le gouverneur de la province iranienne du Sistan et du Baloutchistan de septembre 2021 à décembre 2022 et était chargé de superviser les forces de l’ordre de la République islamique d’Iran dans cette province. Au cours de son gouvernorat, les forces de l’ordre de la République islamique d’Iran et d’autres forces de sécurité ont réprimé diverses manifestations et se sont livrées à des violences excessives contre les manifestants. Le recours disproportionné à la force qui a entraîné la mort d’au moins 66 personnes le 30 septembre 2022 dans la ville de Zahedan (province du Sistan et du Baloutchistan) a été clairement établi. Il est donc responsable de graves violations des droits de l’homme en Iran.
