Ancien chef de la “Commission chargée de déterminer les cas de contenu criminel”, une organisation gouvernementale chargée de la censure en ligne et de la cybercriminalité. Sous sa direction, la commission a défini la “cybercriminalité” en recourant à un certain nombre de catégories vagues qui permettent d’ériger en infraction la création et la publication de contenu jugé inapproprié par le régime. Il a été responsable de la répression et du blocage de nombreux sites d’opposition, journaux électroniques, blogs, sites d’ONG spécialisées dans les droits de l’homme ainsi que de Google et Gmail depuis septembre 2012. La commission et lui ont contribué activement au décès en détention du blogueur Sattar Beheshti en novembre 2012. La commission qu’il dirigeait est donc directement responsable de violations systématiques des droits de l’homme, en particulier parce qu’elle interdit et filtre l’accès du public à des sites internet et bloque parfois complètement l’accès à internet.
