Entre juillet 2019 et juin 2020, Gholamreza Ziaei a été directeur de la prison d’Evin à Téhéran. Au cours de son mandat, les conditions de détention déjà difficiles se sont encore dégradées, y compris pour Narges Mohammadi. Les femmes détenues se sont vu refuser tout contact téléphonique avec leurs enfants. Les prisonniers politiques se sont vu refuser les visites hebdomadaires de leur famille, qui n’étaient autorisées que tous les deux mois. Lors des manifestations de 2009, Gholamreza Ziaei dirigeait le centre de détention de Kahrizak, où au moins cinq détenus, qui avaient été arrêtés en lien avec les manifestations de masse à Téhéran en 2009, sont morts après avoir été torturés. Entre 2017 et 2019, avant d’entrer en fonction à la prison d’Evin , Gholamreza Ziaei était le directeur de la prison de Rajaee Shahr à Karaj, à l’ouest de Téhéran, où de nombreux mouvements de protestation ont été menés par des prisonniers politiques pour dénoncer les abus et les conditions de vie inhumaines.
