Former head of the Penal Colony IK-17 Shklov, Lieutenant Colonel of the Internal Service

In his position as former head of Penal Colony IK-17 in Shklov, Aliaksandr Karnienka was responsible for the inhuman and degrading treatment, including torture, inflicted on the political prisoners and other citizens detained in that penal colony in the wake of the 2020 presidential election and the ensuing peaceful protests. He was the head of the penal colony at the time of the death of the political prisoner Vitold Ashurak in that penal colony on 21 May 2021, in unexplained circumstances. He is therefore responsible for serious violations of human rights and the repression of civil society in Belarus. He remains active in the Lukashenka regime as an official of the Slutsk District Executive Committee.

En sa qualité d’ancien chef de la colonie pénitentiaire IK-17, située à Chklow, Aliaksandr Karnienka est responsable des traitements inhumains et dégradants, y compris la torture, infligés aux prisonniers politiques et aux autres citoyens placés en détention dans cette colonie pénitentiaire à la suite de l’élection présidentielle de 2020 et des manifestations pacifiques qui s’en sont suivies. Il était le chef de la colonie pénitentiaire au moment de la mort de Vitold Ashurak, un prisonnier politique, dans cette colonie pénitentiaire, survenue le 21 mai 2021 dans des circonstances inexpliquées. Il est donc responsable de graves violations des droits de l’homme et de la répression de la société civile en Biélorussie. Il continue de jouer un rôle actif dans le régime de Loukachenka en tant que fonctionnaire du comité exécutif du district de Slutsk.
