Shagiakhmetov Ilshat Ilgizovich

Ilshat Shagiakhmetov is the General Director of the Territorial Development Fund, a public law company operating under the Ministry of Construction of the Russian Federation and founded by the Government of the Russian Federation. In particular, the Territorial Development Fund manages the so-called free economic zone in the illegally occupied territories of Donetsk, Luhansk, Kherson and Zaporizhzhia, which was created by the Government of the Russian Federation to grant benefits and privileges to companies that operate in those illegally occupied territories. In acting in this capacity, Ilshat Shagiakhmetov is supporting and implementing actions or policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

Ilshat Shagiakhmetov est le directeur général du Fonds de développement des territoires, une société de droit public opérant sous l’autorité du ministère de la construction de la Fédération de Russie et fondée par le gouvernement de la Fédération de Russie. Le Fonds de développement des territoires gère, en particulier, la soi-disant zone économique franche dans les territoires illégalement occupés de Donetsk, Louhansk, Kherson et Zaporijjia, qui a été créée par le gouvernement de la Fédération de Russie pour accorder des avantages et des privilèges aux entreprises exerçant des activités dans les territoires illégalement occupés. En agissant en cette qualité, Ilshat Shagiakhmetov soutient et met en œuvre des actions ou des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
