Jimmy CHERIZIER (alias “Barbecue”) s’est livré à des actes qui menacent la paix, la sécurité et la stabilité d’Haïti et a planifié, dirigé ou commis des actes qui constituent de graves atteintes aux droits de l’homme. Jimmy Cherizier est l’un des chefs de gangs les plus influents d’Haïti et il dirige une alliance de gangs haïtiens connue sous le nom de “Famille G9 et alliés”. Alors qu’il était agent de la police nationale d’Haïti, Cherizier a planifié l’attaque meurtrière lancée en novembre 2018 contre des civils dans un quartier de Port-au-Prince appelé La Saline et y a participé. Durant cette attaque, au moins 71 personnes ont été tuées, plus de 400 maisons détruites, et au moins sept femmes violées par des bandes armées. Tout au long de 2018 et de 2019, Cherizier a dirigé des groupes armés qui ont lancé des attaques coordonnées brutales dans des quartiers de Port-au-Prince. En mai 2020, Cherizier a dirigé des bandes armées qui ont attaqué pendant cinq jours de nombreux quartiers de Port-au-Prince, tuant des civils et incendiant des maisons. Depuis le 11 octobre 2022, Cherizier et sa fédération de bandes armées, “Family G9 et alliés”, ont bloqué activement la libre circulation du carburant à partir du terminal pétrolier de Varreux, le plus grand d’Haïti. Les actes de Jimmy Cherizier ont directement contribué à la paralysie économique et à la crise humanitaire en Haïti.
