[EU-HTI] EU Restrictive measures in view of the situation in Haiti JSON

Targets persons and entities engaging in or supporting criminal activities and violence involving armed groups and criminal networks that threaten the peace, security or stability of Haiti, including gang leaders responsible for killings, kidnappings and sexual violence. Decision (CFSP) 2022/2319 and Regulation (EU) 2022/2309 implement the UN sanctions established by Security Council Resolution 2653 (2022); since July 2023 a complementary EU-autonomous strand also allows the EU to designate persons undermining democracy or the rule of law in Haiti. Designated persons and entities are subject to an asset freeze and a prohibition on making funds or economic resources available to them, and designated natural persons are barred from entering or transiting EU territory. These designation-level measures combine with an embargo on small arms, light weapons and ammunition applying to the whole territory of Haiti, implementing UN Security Council Resolution 2700 (2023).
