Issa Zarepour est le ministre iranien des technologies de l’information et des communications depuis le 25 août 2021. En cette qualité, il a joué un rôle clé dans la décision du gouvernement iranien de violer systématiquement la liberté d’opinion et d’expression des Iraniens en imposant des restrictions d’accès à l’internet lors des manifestations qui ont suivi la mort de Mahsa Amini, âgée de 22 ans, le 16 septembre 2022. Cette mesure a encore réduit l’espace déjà très limité dévolu aux acteurs de la société civile en Iran, y compris les défenseurs des droits de l’homme, qui leur permet de recueillir des informations objectives et de communiquer entre eux et avec le monde extérieur. La coupure de l’accès à l’internet a eu des conséquences négatives directes (à savoir les répercussions sur la liberté d’opinion et d’expression et la disponibilité d’informations objectives) et indirectes (à savoir l’augmentation du risque que les violations des droits de l’homme ne soient pas documentées, ce qui nuit à l’obligation de rendre des comptes en cas de violation des droits de l’homme) sur l’exercice des droits de l’homme en Iran. En tant que ministre des technologies de l’information et des communications, M. Zarepour est donc responsable de graves violations des droits de l’homme en Iran.
