On 1 March 2014 Klishas publicly supported, in the Federation Council, the deployment of Russian forces in Ukraine. In public statements Klishas sought to justify a Russian military intervention in Ukraine by claiming that “the Ukrainian President supports the appeal of the Crimean authorities to the President of the Russian Federation on landing an all-encompassing assistance in defence of the citizens of Crimea”. On 22 February 2022, Klishas supported, in the Federation Council, the ratification of the government decisions of the “Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Donetsk People’s Republic” and the “Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Luhansk People’s Republic”. On 22 February 2022, Klishas supported, in the Federation Council, the deployment of Russian forces in Ukraine. On 4 October 2022, Klishas supported, in the Federation Council, the legislation to annex the Donetsk, Luhansk, Kherson and Zaporizhzhia regions of Ukraine. Président de la commission sur la législation constitutionnelle et la consolidation de l’État du Conseil de la Fédération de la Fédération de Russie. Plénipotentiaire du Conseil de la Fédération au sein de la Cour constitutionnelle de Russie et du bureau du procureur général. Le 1er mars 2014, Andrei Klishas a publiquement manifesté, au sein du Conseil de la Fédération, son soutien au déploiement de troupes russes en Ukraine. Dans des déclarations publiques, Andrei Klishas a cherché à justifier une intervention militaire russe en Ukraine en affirmant que “le président ukrainien soutient l’appel lancé par les autorités de Crimée au président de la Fédération de Russie pour que cette dernière apporte une aide globale en vue de défendre les citoyens de la Crimée”. Le 22 février 2022, Andrei Klishas a soutenu, au sein du Conseil de la Fédération, la ratification des décisions du gouvernement concernant le “traité d’amitié, de coopération et d’assistance mutuelle entre la Fédération de Russie et la République populaire de Donetsk” et celui entre la Fédération de Russie et la République populaire de Louhansk. Le 22 février 2022, Andrei Klishas a soutenu, au sein du Conseil de la Fédération, le déploiement de forces russes en Ukraine. Le 4 octobre 2022, Andrei Klishas a soutenu, au sein du Conseil de la Fédération, la législation visant à annexer les régions ukrainiennes de Donetsk, Louhansk, Kherson et Zaporijjia.
