Sous le régime des Taliban, il a exercé successivement diverses responsabilités en tant que commandant local dans les provinces de Nimroz et de Kandahar. Il est ensuite devenu directeur général adjoint du renseignement, sous l'autorité directe de Qari Ahmadullah. À ce titre, il était chargé de gérer les relations avec les combattants étrangers liés à Al-Qaida et avec leurs camps d'entraînement en Afghanistan. Il était aussi connu pour les méthodes répressives dont il usait contre les opposants aux Taliban dans le sud de l'Afghanistan.
