DescriptionDuring the period of the G7 and EU oil embargo and the price cap policy on russian oil/petroleum products, the tanker has been involved in the export of russian oil/petroleum products from russian ports in the Baltic and Black Seas since 2025. The vessel is affiliated with Kun Lun Shan Shipmanagement Co (China), which was its ISM manager from March to August 2025. Kun Lun Shan Shipmanagement Co. was/is also the ISM manager of two tankers IMO 9323974, IMO 9389095, which are considered part of the shadow fleet of the russian federation and have been sanctioned since May 2025. After the sanctioning of the tankers managed/operated by Kun Lun Shan Shipmanagement Co, the technical manager of the tanker IMO 9389071 was changed to Wu Gong Shan Shipmanagement Co (China) in August 2025. As of October 03, 2025, Wu Gong Shan Shipmanagement Co. is the ISM-manager of only one tanker - IMO 9389071. The vessel's commercial manager, Gui Zhou Fa Zhan Shipmanagement Co Ltd (China), also operates only one tanker, IMO 9389071. The vessel flies the flag of Panama, which is on the gray list of the Paris Memorandum of Understanding on State Port Control. On October 15, 2025, the United Kingdom imposed sanctions on the vessel. Since October 24, 2025, the EU has imposed sanctions on the vessel.[sources]
