Semyon Mashkautsan is the so-called “Deputy Head of Government” and “Minister of Industry” of Kherson Region since 18 August 2022. He has assumed this role, without the consent of Ukrainian authorities, in the illegally occupied territories of Kherson Region and is implementing the official policies of the Russian Federation in the region. In taking on and acting in this capacity, he is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

Soi-disant “vice-chef de gouvernement” et “ministre de l’industrie” de la région de Kherson depuis le 18 août 2022. Il a assumé ce rôle, sans le consentement des autorités ukrainiennes, dans les territoires illégalement occupés de la région de Kherson et met en œuvre les politiques officielles de la Fédération de Russie dans la région. En assumant cette fonction et en agissant en cette qualité, il soutient et met en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
