Katerina Arlamenkova is the Chair of the Crimean regional branch of the State-led youth organisation “Movement of the First”, which was created through a Presidential Decree. Under her leadership, the regional branch has engaged in the militarisation of Ukrainian children in Crimea. Moreover, “Movement of the First” has portrayed Crimea as Russian, and promoted Russian integration within the region. Therefore, Katerina Arlamenkova is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

Katerina Arlamenkova est la présidente de la succursale régionale de Crimée de l'organisation de jeunesse étatique “Mouvement des Premiers”, qui a été créée par décret présidentiel. Sous sa direction, la succursale régionale s'est investie dans la militarisation des enfants ukrainiens en Crimée. En outre, le “Mouvement des Premiers” a décrit la Crimée comme étant russe et a œuvré, dans la région, en faveur de l'intégration au sein de la Russie. Par conséquent, Katerina Arlamenkova soutient et met en œuvre des actions et des politiques qui compromettent et menacent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine.
