Function: Head of the Federal Agency for Youth Affairs (Rosmolodezh); former Chairman of the Board of the All-Russian public-state movement of children and youth “Movement of the First”
Grigory Gurov has been the Head of the Federal Agency for Youth Affairs (Rosmolodezh) since 14 September 2024. He was the Chairman of the Board of the “Movement of the First”, a state-led youth organisation in Russia, until 2024. The organisation was created at the initiative of President of the Russian Federation Vladimir Putin to provide educational activities, including of a militarised nature, for children between the ages of 6 to 18, based on “traditional Russian spiritual and moral goals”. During his tenure, the children who are members of the movement had meetings with soldiers who fought in Russia’s war of aggression against Ukraine, sent cards and letters of support to soldiers and also prepared equipment to be used on the battlefield, and learned how to handle drones. Additionally, the movement organised war games for the children, which replicated and simulated battle situations. These activities were undertaken in all Russian regions as well as in illegally annexed Crimea, and the illegally occupied territories of Ukraine of Donetsk, Luhansk, Kherson and Zaporizhzhia regions. Through its various programmes, the Movement is therefore re-educating Ukrainian children, including those deported to Russia illegally. In taking on and acting in those capacities, he is supporting and implementing actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.

Grigory Gurov est le chef de l’agence fédérale pour la jeunesse (Rosmolodej) depuis le 14 septembre 2024. Il a été le président du conseil d’administration du Mouvement des Premiers, une organisation de jeunesse étatique russe, jusqu’en 2024. Cette organisation a été créée à l’initiative du président Vladimir Poutine de la Fédération de Russie pour proposer des activités éducatives, notamment de nature militarisée, aux enfants âgés de 6 à18 ans, fondées sur “des objectifs spirituels et moraux traditionnels russes”. Pendant son mandat, les enfants qui sont membres du mouvement ont rencontré des soldats ayant combattu dans la guerre d’agression menée par la Russie contre l’Ukraine, ont envoyé des cartes postales et des lettres de soutien aux soldats et, en outre, ont préparé des équipements destinés à être utilisés sur le champ de bataille et appris à manipuler des drones. De surcroît, le mouvement a organisé des jeux de guerre pour les enfants, qui reproduisaient et simulaient des situations de combat. Ces activités ont été menées dans toutes les régions russes ainsi qu’en Crimée illégalement annexée et dans les territoires ukrainiens illégalement occupés des régions de Donetsk, Louhansk, Kherson et Zaporijjia. Par ses différents programmes, le mouvement rééduque ainsi les enfants ukrainiens, notamment ceux qui ont été déportés illégalement vers la Russie. En assumant ces fonctions et en agissant en ces qualités, Grigory Gurov soutient et met en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
