В 2011 году ВТБ выкупил у московского правительства 46,5% акций «Банка Москвы», а также блокпакет Столичной страховой группы, контролировавшей 17,5% банка. Вместо проведения открытого конкурса акции «Банка Москвы» были внесены правительством Москвы в уставный капитал Центральной топливной компании и проданы ею ВТБ. По словам Андрея Бородина, оценка банка со стороны покупателя (180–190 миллиардов рублей) была занижена — сами акционеры оценили стоимость банка в 240–270 миллиардов. По мнению Бородина, показатели ВТБ на момент сделки не позволили бы выкупить полный пакет акций «Банка Москвы» ввиду того, что после заключения соглашения норматив достаточности ВТБ упал бы ниже 8%, и ЦБ был бы вынужден отозвать лицензию банка в тот же день. Бывший совладелец «Банка Москвы» также утверждает, что дважды предлагал представителям ВТБ выкупить пакет акций по цене, превышающей стоимость покупки, но они отказывались. | По данным Фонда борьбы с коррупцией, в июле 2007 года «ВТБ Лизинг», дочерняя компания банка ВТБ, была вовлечена в инцидент, связанный с покупкой 30 единиц бурового оборудования, в результате которой банк понес многомиллионные убытки. | Согласно газете «Коммерсант», в 2007 году ВТБ выставил 22,5% акций на продажу частным миноритариям. С 12 марта по 13 апреля 2012 года ВТБ предложил обратный выкуп акций по цене покупки 2007 года (13,6 копеек), то есть значительно выше рыночной стоимости акций на тот момент (7 копеек за акцию).
