Luckson Elan, chef du gang Gran Grif, participe depuis longtemps à des activités qui font peser une menace sur la paix, la sécurité et la stabilité en Haïti ainsi que dans l'ensemble de la région. Son gang est le plus grand et le plus puissant du département de l'Artibonite et il étend son contrôle territorial, commet des violations des droits de l'homme et se livre au trafic d'armes et de munitions.Le 8 février 2023, des membres du groupe d'autodéfense Coalition de Jean Denis ont intercepté un véhicule en provenance de Port-au-Prince qui transportait plusieurs caisses d'armes et de munitions destinées au gang Gran Grif (voir le rapport du HCDH, intitulé “La violence des groupes criminels s'étend en dehors de Port-au-Prince”, novembre 2023).Sous le commandement de Luckson Elan, le gang commet des violations des droits de l'homme et d'autres crimes, y compris des exécutions extrajudiciaires, des viols, des recrutements d'enfants, des vols, des destructions de biens, des enlèvements et des détournements de camions. Par exemple, le 30 novembre 2023, Luckson Elan a tué une femme qui avait refusé d'avoir des relations sexuelles avec lui. En avril 2024, le gang Gran Grif s'est rendu coupable d'attaques contre le pouvoir judiciaire en tuant deux avocats.Entre octobre 2023 et janvier 2024, le gang Gran Grif a enlevé cent cinquante-sept personnes dans le cadre de neuf enlèvements de masse. His gang is the largest and most powerful in the Artibonite Department and has been expanding its territorial control, committing human rights abuses, and trafficking weapons and ammunition. On February 8, 2023, members of the Coalition of Jean Denis self-defense group intercepted a vehicle coming from Port-au-Prince which was carrying several crates of arms and ammunition destined for the Gran Grif gang (see OHCHR report, “Criminal Violence Extends beyond Port-au-Prince,” Nov 2023). Under Elan’s leadership, the human rights abuses and other crimes committed by the gang include extrajudicial killings, rape, recruitment of children, robbery, destruction of property, kidnapping, and hijacking of trucks. For example, on November 30, 2023, Luckson Elan killed a woman for refusing to have sexual relations with him. In April 2024, Gran Grif committed attacks on the judiciary by killing two lawyers. Between October 2023 and January 2024, Gran Grif committed nine mass kidnappings, including 157 people. Gran Grif has also committed some of the highest levels of child recruitment in Haiti.
