He is therefore responsible for, supporting and implementing actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine. Former so-called “Head of the Kherson Military-Civilian Administration”, a position he was appointed to by the government of the Russian Federation on 5 July 2022. As such he was part of the so-called government of the occupied Kherson Oblast and responsible for the preparations for an illegal referendum for Kherson to become part of the Russian Federation. He is currently First Deputy Chairman of the Government of the Kaliningrad Region – Plenipotentiary Representative of the Governor of the Kaliningrad region in the Legislative Assembly of the Kaliningrad region.

Ancien soi-disant "chef de l'administration militaire et civile de Kherson", fonction à laquelle il a été nommé par le gouvernement de la Fédération de Russie le 5 juillet 2022. À ce titre, il faisait partie du soi-disant gouvernement de l'oblast occupé de Kherson et était chargé de la préparation d'un référendum illégal visant intégrer Kherson à la Fédération de Russie. Il est actuellement premier vice-président du gouvernement de la région de Kaliningrad, représentant plénipotentiaire du gouverneur de la région de Kaliningrad à l'assemblée législative de la région de Kaliningrad. Il est donc responsable d'actions et de politiques qui compromettent ou menacent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine, et soutient et met en œuvre de telles actions et politiques.
