Alexander Alexandrovich Kozlov is the Minister of Natural Resources and Ecology of the Russian Federation. He is in charge of developing and implementing policies, which aims to create new environmental policies in the so-called ‘Donetsk People’s Republic’ and ‘Luhansk People’s Republic’ and has committed ministry resources for this purpose. In implementing these policies, he is responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine, or which obstruct the work of international organisations in Ukraine.

Alexander Kozlov is a member of the General Council of the United Russia party, the backbone of the political system built by Putin. The party supports the invasion of Ukraine and the suppression of domestic opposition.

Губернатор угрожал журналистам судом, в случае распространения информации о строительстве данной резиденции, однако в итоге никакого обращения в суд не последовало, что дает основания считать, что полученная журналистами информация может быть правдивой. В расследовании LIFE.ru также упоминалось то, что, заняв пост губернатора, Козлов продолжал проявлять интерес к бизнесу, связанному с песчаными и гравийными карьерами, и использовал в личных целях собственные губернаторские полномочия.
