Vyacheslav Dukhin is the deputy head of the Moscow Oblast Duma. In that capacity, Vyacheslav Dukhin directly contributes to the illegal deportation and adoption of Ukrainian children. He facilitates the illegal adoption of Ukrainian children into families living in his region and has sought to arrange Russian citizenship for those illegally deported Ukrainian children. The activities pursued by Vyacheslav Dukhin are part of a broader strategy of the Russian Federation to illegally deport Ukrainian citizens. Since its war of aggression against Ukraine, Russia has transferred many Ukrainian civilians to Russian-occupied areas or to Russia itself while often preventing or impeding those civilians from having safe passage to non-occupied parts of Ukraine. Vyacheslav Dukhin is one of the key persons involved in the forcible deportation of Ukrainian children to Russia and their subsequent illegal adoption into Russian families. Vyacheslav Dukhin’s actions violate the rights of Ukrainian children and infringe Ukrainian law and administrative order. Thus, Vyacheslav Dukhin is responsible for implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

Vyacheslav Dukhin est le chef adjoint du gouvernement régional de l’oblast de Moscou. À ce titre, Vyacheslav Dukhin contribue directement à la déportation et à l’adoption illégales d’enfants ukrainiens. Il facilite l’adoption illégale d’enfants ukrainiens par des familles vivant dans sa région et a cherché à obtenir la citoyenneté russe pour ces enfants ukrainiens déportés illégalement. Les activités menées par Vyacheslav Dukhin s’inscrivent dans une stratégie plus large de la Fédération de Russie consistant à déporter illégalement des citoyens ukrainiens. Depuis la guerre d’agression qu’elle mène contre l’Ukraine, la Russie a transféré de nombreux civils ukrainiens vers des zones occupées par la Russie ou vers la Russie elle-même, tout en empêchant souvent ces civils de passer en toute sécurité vers les parties non occupées de l’Ukraine, ou en entravant un tel passage. Vyacheslav Dukhin est l’une des personnes clés impliquées dans la déportation forcée d’enfants ukrainiens vers la Russie et dans leur adoption illégale ultérieure par des familles russes. Par ses actes, Vyacheslav Dukhin viole les droits des enfants ukrainiens et enfreint la loi et l’ordre administratif ukrainiens. Vyacheslav Dukhin est donc responsable de mettre en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
