Sergey Evgenievich TSIVILEV

Member of the State Council for the Russian Federation, Governor of Kemerovo Oblast

Sergey Tsivilev is governor of the Kemerovo region and a well-known public figure. He is also a member of the Bureau of the Supreme Council of the United Russia party. Through his public appearances, Sergey Tsivilev openly justifies, defends and supports Russia’s war of aggression against Ukraine. He communicates openly about being a staunch supporter of President Putin, leading to a pattern of systematic public incitement to support Russia’s military operations. Because of his political influence, he is responsible for spreading pro-Russian propaganda and disinformation regarding Russia’s war of aggression against Ukraine, as well as playing an active role in rallying domestic support for the Russian military campaign. Sergey Tsivilev has openly expressed his support of the President of Russia’s decision to recognize the independence of the so-called Luhansk and Donetsk Republics. Based on these actions, Sergey Tsivilev is responsible for supporting actions or policies which undermine the territorial integrity, sovereignty and independence of Ukraine.
