On 24 Feb 2022, Ryumin attended a meeting of oligarchs at the Kremlin with Vladimir Putin to discuss the impact of the course of action in the wake of Western sanctions. The fact that he was invited to attend that meeting shows that he is a member of the inner circle of oligarchs close to Vladimir Putin and that he is supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine.

It also shows that he is one of the leading business persons involved in the economic sector, which provides a substantial source of revenue to the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine.

Andrey Ryumin the executive director of Rosseti PJSC, a company controlled by the Russian state, which is an operator of energy grids, provides technological connection services, electricity transmission and distribution services in Russia.

Rosseti PJSC constructed “The “Port” substation, which provides railway traction of the Crimean Bridge, and feeds the dry cargo part of the Taman sea port, as well as highways, in particular, the M25 Novorossiysk-Kerch Strait highway.

Andrey Ryumin est le directeur exécutif de Rosseti PJSC, une société contrôlée par l'État russe, qui exploite des réseaux énergétiques et fournit des services de connexion technologique et de transport et de distribution d'électricité en Russie. Rosseti PJSC a construit la sous-station "Port", qui assure la traction ferroviaire du pont de Crimée et alimente la partie cargaison sèche du port maritime de Taman, ainsi que des autoroutes, en particulier l'autoroute M25 Novorossiysk-détroit de Kertch. Le 24 février 2022, Ryumin a participé à la réunion des oligarques au Kremlin avec Vladimir Poutine pour discuter de l'incidence des choix à opérer à la suite des sanctions occidentales. Le fait qu'il ait été invité à participer à cette réunion montre qu'il appartient au cercle rapproché des oligarques proches de Vladimir Poutine et qu'il soutient ou met en œuvre des actions ou des politiques qui compromettent ou menacent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine, ainsi que la stabilité et la sécurité en Ukraine. Cela montre également qu’il fait partie des hommes d’affaires influents intervenant dans des secteurs économiques qui constituent une source substantielle de revenus pour le gouvernement de la Fédération de Russie, qui est responsable de l’annexion de la Crimée et de la déstabilisation de l’Ukraine.
