Function: Presidential Aide to President of Russian Federation on the military-industrial complex, Member of Russian Security Council, Governor of Tula Oblast

Alexey Dyumin has been the Presidential Aide to President of Russian Federation since 14 May 2024, and a member of the Russian Security Council since 30 September 2024. In his role as Presidential Aide, he oversees issues concerning the military-industrial complex, ensures the activities of the State Council, and the development of sports. He was Governor of the Tula Oblast 2016-2024. Previously, he led the Russian military’s Special Operations Forces, overseeing the annexation of Crimea in 2014. In the context of Russia’s war of aggression against Ukraine, he personally oversaw the mobilisation of soldiers in the Tula Oblast, was involved with the launch of a drone training school for operatives undertaking missions in Ukraine, and put in place support measures for the production of unmanned aerial vehicles in the defence industry in the Tula Oblast. He was responsible for coordinating the armed response to the offensive in Kursk territory in August 2024. In taking on and acting in those capacities, he is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

En sa qualité de conseiller présidentiel, il supervise les questions concernant le complexe militaro-industriel, et veille aux activités du Conseil d’État et au développement du sport. Il a été gouverneur de l’oblast de Toula de 2016 à 2024. Auparavant, il a dirigé les forces d’opérations spéciales de l’armée russe, supervisant l’annexion de la Crimée en 2014. Dans le contexte de la guerre d’agression menée par la Russie contre l’Ukraine, il a personnellement supervisé la mobilisation de soldats dans l’oblast de Toula, a participé au lancement d’une école de formation au pilotage de drones pour les agents effectuant des missions en Ukraine et a mis en place des mesures de soutien à la production de véhicules aériens sans pilote dans l’industrie de la défense dans l’oblast de Toula. Il a été chargé de coordonner la réaction armée à l’offensive menée sur le territoire de Koursk en août 2024. En assumant ces fonctions et en agissant en ces qualités, il soutient et met en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
