À ce titre, Viktor Yevtukhov est responsable d'actions et activités du département présidentiel qui compromettent et menacent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine et il est une personne physique soutenant le gouvernement de la Fédération de Russie, qui est responsable de l'annexion de la Crimée et de la déstabilisation de l'Ukraine.
