Minister for Transport of the Russian Federation
Therefore, he is responsible for actively supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine. Vitaly Savelyev is Minister of Transport of the Russian Federation and a member of the Board of Directors of the Russian Railways, appointed to this position by the Government of the Russian Federation. He is the former CEO of Aeroflot. In October 2021, Russia started an unprecedented military build-up on or near the Ukrainian border and within Ukraine’s occupied Crimea region. Russian Armed Forces conducted mass-scale military exercises there. This led to the escalation of the conflict and put destabilising pressure on Ukraine. Both military personnel and military equipment of the Russian Armed Forces were transported to the areas near the Ukrainian border by the Russian Railways, of which Mr Savelyev is a member of the Board of Directors. Aeroflot under Mr Savelyev’s leadership provided regular passenger air transportation between Russian airports and Simferopol international airport, and therefore supported the consolidation of the illegally annexed Crimean peninsula into the Russian Federation, which in turn further undermined the territorial integrity, sovereignty and independence of Ukraine.

Vitaly Savelyev est vice-Premier ministre russe chargé des transports, après avoir été ministre des transports de la Fédération de Russie. Il est membre du conseil d’administration de la compagnie des chemins de fer russes, nommé à ce poste par le gouvernement de la Fédération de Russie, et est actuellement également président du conseil d’administration. Il est l’ancien PDG d’Aeroflot. En octobre 2021, la Russie a entamé un déploiement militaire sans précédent sur ou près de la frontière ukrainienne, ainsi que dans la région occupée de la Crimée, située en Ukraine. Les forces russes armées ont conduit des exercices militaires à grande échelle dans ces zones. Ces exercices ont donné lieu à une escalade du conflit et ont fait peser une pression déstabilisatrice sur l’Ukraine. Le personnel ainsi que les équipements militaires des forces russes armées ont été transportés dans des zones proches de la frontière ukrainienne grâce à la compagnie des chemins de fer russes, dont M. Savelyev est un membre du conseil d’administration. Sous la direction de M. Savelyev, Aeroflot a assuré le transport aérien régulier de passagers entre les aéroports russes et l’aéroport international de Simferopol, et a, par conséquent, contribué à consolider l’annexion illégale de la péninsule de Crimée à la Fédération de Russie, ce qui compromet davantage l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine. Il est donc responsable de soutenir activement ou de mettre en œuvre des actions ou des politiques compromettant ou menaçant l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine, ainsi que la stabilité et la sécurité en Ukraine.
