He held senior positions at large Russian metallurgical enterprises. He is former Chairman of the board of directors of TMK PAO and former President and a board member of Group Sinara. In those capacities, he supported and benefitted from cooperation with authorities of the Russian Federation and State-owned enterprises, including Russian railways, Gazprom and Rosneft. Additionally, he was awarded the Order of Merit for the Fatherland, IV degree, the Order of Honor. He was among the leading Russian businesspersons who participated in the congress of the Russian Union of Industrialists and Entrepreneurs in Mar 2023, where the President of the Russian Federation Vladimir Putin gave a speech and urged billionaires to put “patriotism before profit”. On 24 Feb 2022, in the aftermath of the initial stages of Russia’s war of aggression against Ukraine, Dmitry Pumpyansky, along with 36 other businesspersons, met with the President of the Russian Federation Vladimir Putin and other members of the Russian government to discuss the impact of the course of action in the wake of Western sanctions. The fact that he was invited to attend this meeting shows that he is a member of the closest circle of the President of the Russian Federation Vladimir Putin and that he is supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine.

Dmitry Pumpyansky est un homme d’affaires russe influent exerçant des activités en Russie. Il est vice-président, membre du bureau du conseil d’administration de l’Union russe des industriels et entrepreneurs (RSPP), coprésident de la commission de la politique industrielle et de la réglementation technique de la RSPP. Il est membre du Conseil de la Chambre de commerce et d’industrie (CCI) de la Fédération de Russie et président de l’Union régionale des industriels et des entrepreneurs de Sverdlovsk (SOSPP). Il a occupé des postes élevés dans de grandes entreprises métallurgiques russes. Il est ancien président du conseil d’administration de TMK PAO et ancien président et membre du conseil d’administration du groupe Sinara. À ce titre, il a soutenu les autorités de la Fédération de Russie et des entreprises d’État, notamment les chemins de fer russes, Gazprom et Rosneft, et a tiré profit d’une coopération avec celles-ci.
